Other than Silicon Valley, New York, and Boulder Colorado, are there any other good startup locations?

Hey, we see that there are a bunch of incubators all over the world. Is it necessary to be in those locations?

I mean, there are also pretty good incubators in Europe, but that doesn't mean they are really that web-start-friendly.

Therefore, are there any other startup-friendly communities elsewhere?

Las Vegas is up and coming quickly. Not only downtown but in the South with the InNEVation center co-working spaces.

Entrepreneur Magazine recognized Bend, OR as the #1 place for entrepreneurship a couple of months ago. I can attest as a startup founder here, that it's a pretty awesome place. The local incubator is called Founderspad (http://www.founderspad.com/) and I believe OSU has spun something up as well.

I think there are amazing startup communities in a lot more places than you might think. Some are obvious: Boston (as long as the city continues to get topflight CS talent from MIT, Harvard, etc., it's always going to be a great place to start up). Some are not obvious: Omaha (low cost of living coupled with a true entrepreneurial spirit -- and well heeled backers -- check out http://siliconprairienews.com if you don't believe me). More than anything, the community is what you make of it. If you're the next Zuckerberg, the community will grow around YOU.
